By all means. This park is at the end of the road, so park near by, and walk to wherever you feel would be a good night-time shot of the fort. Some fascinating history with this place.

Phippsburg is further south- it is a finger into the Atlantic just below Bath(Bath Iron Works; Maine Maritime Museum). If you are travelling from Portland, it takes about an hour to get here. Travel time from the above would be longer, but if you are travelling Rte 1, or 295, it is not too far out of your way from Southern Maine points.. From Downeast Maine, it can be a 5-6 hour trip.

Dogs are not allowed within the fort entrance (parade grounds or the building itself.) However, outside of the actual fort, leashed dogs are allowed around the parking area and other grounds around the fort which are state property. The beach, called Hunnewell Beach, from Fort Popham to Popham Beach State Park (which is way, way down the shore back past the campground and the boundary is signed) is a public municipal beach which dogs are allowed on and off leash, at the owners discretion and control, all year. Dogs are prohibited from within Popham Beach State Park during the summer, but allowed on leash during the winter, I believe.
