Detroit officials are vowing to cover all uninsured repairs to homes in a southwest Detroit neighborhood after a massive water main broke early Monday and caused such severe flooding that residents had to be rescued by boats, on the shoulders of firefighters and, in one instance, the scoop on a front-end loader.

By late morning on the day after a water main break flooded southwest Detroit streets, causing evacuations and damage that officials promised to help repair, the river that flowed through was no more. What remained was the work.

Detroit Mayor Mike Duggan said the city will cover the cost of repairs not covered by homeowners' insurance after a major water main break Monday.
