The roughly $500 million dollar proposal will be included in the governor's executive budget request this week.
Current and former inmates, plus Republican lawmakers, expressed excitement Monday about the possibility of Green Bay Correctional closing. A few remain skeptical that it will come to fruition.
A retired planner living in the village drafted up the concept that was first revealed in 2018 with GBCI at the center of it.
"There's so many other steps that have to come after this for some action to really ... make us believe that it's true," a former prisoner said.
