OTOH, in Chapter 4 I think the implication is that Elder does not actually have absolute power over the High Table - he's more (like you said) a kind of chairman or president most likely selected by the High Table itself.

Apr 11, 2023 · John Wick Chapter 3: Parabellum: A lot of people have this one lower on the list but I really enjoy this film. It’s essentially the middle film in the trilogy that is films 2,3, & 4. So because it’s the middle film it gets to have the most fun and that exactly what this film does.

JW3 catches a lot of flack for being the weakest (narratively speaking). If you look at the progression of the series, JW3 kinda goes in a circle. John Wick 3 starts with Keanu in New York City on the run from everyone who wants a piece of his bounty with no support from the continental or any services under the table.
